How to buy our products and services
Compliant routes to use
Most members organisations will be required to follow the Procurement Act 2023. Depending on your needs, there are several compliant routes, each designed to offer flexibility, speed, and transparency.
- Frameworks and DPS: our frameworks and DPS are procured under the UK procurement regulations
- Jisc-negotiated licensing agreements: many of our agreements are unique and cannot be procured, we issue transparency notices for such agreements to ensure they are in line with the regulations
Your core Jisc membership subscription is unique - largely because we are the UK’s sole National Research and Education Network (NREN) - so you do not need to run a tender to meet procurement regulations .
If your subscription costs exceed the relevant procurement threshold and you want to show compliance, we recommend publishing a procurement transparency notice (UK5).

- LUPC: London Universities Purchasing Consortium
- NEUPC: North Eastern Universities Purchasing Consortium

- APUC: Advanced Procurement for Universities and Colleges, Scotland’s procurement centre of excellence for procurement.
- HEPCW: Higher Education Purchasing Consortium, Wales
UCISA: we work closely with UCISA to align procurement with digital transformation strategies, ensuring institutions have access to the right technology and services.
GEANT Procurement SIG: we are an active member of the GEANT Procurement Special Interest Group, collaborating with European partners to share best practice, develop joint strategies, and influence procurement standards across research and education networks.

Supplying Jisc and its members
If you are interested in being a supplier to Jisc and its members, you must register on our e-tendering portal Mercell. This will enable you to view and respond to any Jisc opportunities. It is free to register and handles all stages of the tender process as well as advertising opportunities on Contracts Finder and Find a Tender Service (FTS).
