Manifesto priorities for a new Scottish government

For the first time, Jisc has launched a Scottish manifesto to help the next Scottish government embrace the potential of the tertiary education sector in growing the economy, driving innovation, harnessing emerging technologies and transforming lives. As the digital, data, and technology body for the UK’s further and higher education sectors, we believe that we can achieve these ambitions through partnership and collaborative action with the next government.

"Scotland stands at a defining moment in its digital journey where democracy itself must be strengthened in the digital age. How Scotland chooses to govern, build and share digital systems will determine whether it becomes a fairer, more prosperous, and more confident nation. Jisc's first manifesto for Scotland builds upon decades of providing national digital infrastructure and shared services for the tertiary education sector while emphasising our vital role as the strategic partner for Scottish Government; shaping its future digital ambitions for a nation capable of being at the fore of the next wave of technological innovation that strengthens tertiary education and public good. This manifesto is our invitation to the next Scottish Government to build this ambition together."

Building a better digital future for education and research

Education and research institutions are already leading the way in supporting Scotland’s future through skills delivery, embracing digital technologies and unlocking opportunity. With leadership and investment from the next government greater impact can be realised through ensuring that digital inclusion, infrastructure, and innovation are central to the vision for Scotland’s future.

"Now is the time for Scotland's colleges and universities to supercharge our economy, workforce, and society through bold digital innovation. Digital technologies—from high-performance computing powering genetic therapy breakthroughs to AI delivering personalised, accessible learning—hold transformative power for every learner and researcher. Jisc provides the essential infrastructure, shared services, and expertise in AI, cyber security, and data to safeguard and advance Scottish tertiary education. This manifesto calls on political parties, sector leaders, and partners to join Jisc in realising Scotland's digital ambitions for the Holyrood term ahead."
