John Shaile

Head of operational procurement

Role

As head of operational procurement I have responsibility for the day-to-day operation of Jisc's procurement processes. I manage the setting, operating, monitoring and the subsequent implementation of Jisc's operational procurement strategy, polices and work instructions.

This will ensure Jisc’s procurement decisions are based on best value for money through competition, prevent discrimination against suppliers, provide transparency in procurement and increase opportunities for competitive suppliers, contractors and service providers.

My role also encompasses using my expertise and up-to-date knowledge of procurement policies to suggest improvements, inform senior-level decision making and play a proactive role in assuring that Jisc’s strategic priorities are met.

In addition, I oversee the work of all directorates for any kind of operational procurement by working closely with the managers involved and taking a lead in the formation of appropriate procurement strategies, developing robust commercial terms and supporting them before procurement processes begin for complex projects.

Background

I have ten years’ experience of working in procurement for Bristol City Council and I achieved my MCIPS qualification in 2011. I have been involved in a wide range market areas including IT, facilities, construction and health and social care.

This experience includes producing procurement strategies, running a wide range of tender exercises and leading on supplier negotiations to support stakeholders to meet their requirements.
