Web filtering and monitoring framework

The web filtering and monitoring framework reaches the end of its contract term on 31 July 2024.

Due to the low uptake of services on this framework over the last 12 months, Jisc has no current plan to replace it. Those with existing contracts for services purchased via these frameworks should not be impacted. Jisc members and customers can continue to purchase services via this framework until 31 July 2024.

We offer a broad and flexible range of safeguarding solutions which offer web filtering, monitoring and reporting. These services will enable you to safeguard potentially vulnerable users from inappropriate or illegal content on the web and also help you to comply with your duty under the Prevent agenda.

Web filtering includes lists from the Internet Watch Foundation (IWF) - illegal sexual content - and the Counter Terrorism Internet Referral Unit (CTIRU) - illegal extremist content, Prevent. There are flexible choices and you choose from pre-built and/or custom categories.

Monitoring covers allowed and disallowed pages and comes with the ability to send alerts when conditions are met.

Reporting is available for both general or individual behaviours. You can also use this to distinguish between onsite and offsite activities. Exportable formats are available.

Support and training for administrators is also offered through the framework.

Solutions and suppliers

Our web filtering and monitoring framework is broken down into two options, whether you need predominantly cloud or appliance-based solutions.

Cloud-based

A web monitoring and filtering solution where the architecture is mostly cloud-based. 

Although local appliances do not provide the major elements of the service, an agent could be used.

Cloud-based suppliers

Other suppliers: Boxxe - offering a Smoothwall based solution (Email: wfm.boxxe@jisc.ac.uk)

Local appliance-based

A web monitoring and filtering solution where the architecture is mostly local appliance-based.

Although cloud-based elements do not provide the major elements of the service, remote updates could be made.

Eligibility

Access to the framework is freely available to Jisc member institutions and anyone in education (including schools, sixth form colleges, libraries and museums and more). Full information on eligibility is available in the buyer's guide (pdf).

The agreement will continue irrespective of the ongoing negotiations and outcome of the UK’s decision to leave the European Union. The Public Contracts Regulations 2015 continue to apply to this procurement process.
