On 22 January 2008, JISC announced changes to its federated access management transitional arrangements. Unfortunately, JISC was unable to reach an agreement with Eduserv over the funding of the Federation Gateway Services past July 2008.

The JISC advice to institutions following on from the announcement on 22 January:

  1. JISC would like to invite all institutional libraries within the UK to send us a complete list of resources that you currently subscribe to via any method (athens, IP or separate username and password).  The JISC Access Management Team can then give the institution a clear picture of access management solutions available for your particular institution. 
  2. Following on from receipt of this information from JISC, JISC would then encourage institutions to discuss access arrangements internally, involving members of senior management, IT and library representatives. 
  3. JISC is actively exploring alternative arrangements for institutions that have joined the UK federation via SAML-compliant technology to ensure that access to resources is not lost. 
    One option might be to use an IP-proxy server (eg EZproxy) to provide temporary off-site access to resources that are not yet available via the UK federation. Please see the federation library implementation pages for more information.
  4. JISC would encourage all institutions to take the time to properly review all of the information available over the next few weeks before making an appropriate and informed decision on next steps.  Please take the time to review points 1 - 3 above before making an appropriate institutional decision.
