Making Excellent Research Influential and Transferable

Overview

As a part of their submission for the UK Research Assessment Exercise 2008, UK universities and/or researchers identified up to four research outputs to represent the quality of their research over the previous seven years. HEFCE negotiated with publishers and their representatives to hold a subset of these (principally journal articles) in a local, closed repository. Access to these papers has been restricted to members of the RAE expert panels. HEFCE has authorised JISC to investigate whether this collection of research papers can be made open access and, if so, to take actions to enable that to happen.

This work will build upon the, Feasibility Study for a UK Cream of Research, which suggests that open access availability of a collection as the papers submitted for the UK, Research Assessment Exercise 2008, would ‘function as an effective showcase for UK research, both in the UK and around the world’. The report considered the main issues surrounding IPR and copyright, organisational issues, repository network architecture, and this project will build upon the recommendations in that study.
