This is a period of uncertainty and change in HE libraries in terms of institutional priorities, user perceptions, globalisation of services and communities and new technologies. Users expect ease of discovery, workflow and delivery influenced by Google and Web 2.0. In this context, JISC is working towards an Information Environment for learning, teaching and research, involving deep integration of services and resources within the personal, institutional, national and global landscape. As Libraries are central service providers, these demands raise questions about the role, interoperability and value of their management systems (LMS & ERM).

Aims and objectives

The aim is to position library systems in the context of these challenges, with the specific objectives being to:

  • Evaluate the supply and demand sides of the LMS / ERM market Users expect ease of discovery, workflow and delivery influenced by Google and Web 2.0
  • Quantify procurement timeframes, typical costs, annual cost of ownership, product differentiation and value.
  • Conduct a horizon scan focused on the role of library systems amidst the shift from ‘content to context’.
  • Assess the emerging use of SOA, open standards and Open Source in terms of requirements, readiness and product match
  • Make recommendations on most effective engagement of library services with library related systems and the JISC Information Environment
Project methodology

The study will use a combination of desk research, survey instruments and consultation, namely:

  • a horizon scan of issues, initiatives and key factors influencing the development library systems and services
  • an online survey of UK HE libraries, covering electronic systems and services
  • interviews with the main UK HE LMS vendors to understand their businesses, strategy and development plans

To ensure the study is informed by current thinking in the sector and the wider library arena, a Reference Group will be formed consisting of around 15 senior librarians and stakeholders from the UK and international community.

Anticipated outputs and outcomes

The principal outcome will be a study report, which will consist of 5 specialist reports developed during the life of the project and designed to be read together or independently. The five reports will be (1) a Horizon Scan, (2) a Library Survey analysis, (3) a review of Vendor Perspectives, (4) feedback from the expert Reference Group and (5) a practical guide for librarians making decisions relating to Library Management Systems. Survey Statistics & Charts and also an account of dialogues with the four leading UK HE LMS vendors will be made available.
