Evaluation of the JOS Work Programme

All JISC projects already undertake self-evaluation as a condition of their grants. All JISC programmes are also evaluated.

In September 2008 the JOS Work Programme published its evaluation framework (Word). The aim is to establish a continual, systematic evaluation that collects and collates sufficient evidence on the programme to provide useful, validated information to its stakeholders. The framework connects the projects’ self-evaluations to sub-programme-level and programme-level evaluations. This is important as the JOS Work Programme is a rolling programme of sub-programmes and projects all of which investigate and support the effective use of ICT by institutions.

The evaluation framework sets out the structure of the work programme and evaluation, the questions that the evaluation will answer and detail on the evaluation’s reporting, version control and review. Biannual reporting to the JOS ensures that findings are reported when current, and matches the 'rolling focus' of the JOS Work Programme. Post-summative evaluation will help identify the longer term outcomes and overall impact of funded activities.

An accompanying evaluation implementation plan sets out the agreed plan for conducting the evaluation, in detail between January 2009 and July 2010, and in outline for the longer-term. The plan defines the indicators, baselines, sources of information and the schedule for answering each of the evaluation questions.
