core middleware programme plan: planning
What needs to be done?
Several planning and documentation processes need to be put in place to support the activities of the Core Middleware programmes. This document forms the first step in this process, and will need to be aligned and associated with several other planning processes.
Operational plan
A detailed Programme Operational Plan is required that outlines the general work packages associated with the programmes, and aligns them to the aims of the JISC strategy and the aims of the programmes. This will in itself inform operational plans developed at Development Group and JISC-wide levels.
Work Plan.
A detailed work plan will be drawn-up by the two Programme Managers, clearly defining milestones within the project. This process will also help support the monitoring of projects and submission of project deliverables.
Communications plan
Communications planning will be an ongoing process throughout the programmes and initial planning is embedded in this document. This includes:

Promotion A three phase approach will be adopted, recognising the three-phases of communication: knowledge / awareness raising, identification and promotion of benefits, embedding process.
Gap analysis
To be carried out by the Middleware Team within the JISC Executive, and approved by the funding committees.
Risk register
A risk register, which identifies the programme-level risks related to the aims, the respective owners of the risks and the mitigation plans. The risk register will be maintained and updated throughout the programme and the risks need to be managed in conjunction with the high-level, more generic JISC-wide risks which are owned by the SMT.
Quality plan
It is important that the programme produces quality outputs in terms of management documentation, specialist documentation and software development. To achieve this aim, it will be important to produce a clear quality plan for projects to follow. This will be primarily reliant on the following quality measures put in place within programme management:
