core middleware programme plan: monitoring
Both the Core Middleware: Technology Development and Core Middleware: Infrastructure Programmes will have clear review points. These have been defined as follows:
Technology Development Review Stages:
Review Stage One: April 2004 – June 2004
Review Stage Two: July 2004 – September 2004
Review Stage Three: October 2004 – March 2005
Review Stage Four: April 2005 – September 2005
Review Stage Five: October 2005 – March 2006
Review Stage Six: April 2006 – September 2006
Review Stage Seven: September 2006 – March 2007
Infrastructure Review Stages:
Review Stage One: April 2004 – May 2004
Review Stage Two: June 2004 – November 2004
Review Stage Three: December 2004 – May 2005
Review Stage Four: June 2005 – November 2005
Review Stage Five: December 2005 – March 2006
Within these review periods, a cycle of reporting will occur. Reports will be received by the Middleware Team from active projects before the end of the review session. An internal meeting, including representatives from the Communications Team will be held, and recommendations and issues will be passed by report to steering group members. The programme will be operated using exception reporting, meaning that a meeting of the steering group will be only be convened when a major problem or issue occurs. Once decisions and recommendations have been received from the group, a report will be sent back to all projects to the projects, and relevant stakeholder parties.
All projects participating in the Core Middleware: Technology Development Programme will use the new project management guidelines as drawn-up by Christine Baldwin. The Core Middleware: Infrastructure Programme will be run as a single project, and managed according to Prince2 guidelines as appropriate.
The two Core Middleware programmes will be jointly overseen by the Middleware Advisory Board, with delegated authority from both JCIIE and JCSR as appropriate. The board has been appointed, and will be chaired by Iain Stinson from the University of Liverpool. Other members of the board are:
- Brian Gilmore to represent JCSR and JCN
- Jean Sykes to represent JCCS
- Alun Hughes to represent JCLT
- Tony Linde to represent JCIIE
- Peter Crowe to represent FE sector and JCIIE
- Ian Dolphin to represent JCIIE
The two programmes and the Steering Board will also be supported by a single Experts Group, consisting of appropriate representatives from the following areas: JSCR, JCIE, OMII, Grid STF, Internet2, MAMS, CETIS, UKOLN etc. Owing to the geographical spread of membership it is anticipated that meetings of the Experts Group will for the most part be virtual, e.g. via circulation of discussion documents to a closed email list.
