JISC Collections proposes to continue the Open Access Fees project with the aim of discovering a consensus among all stakeholders on how OA publication fees should be administered and reported effectively within and across organisations in the sector.

Key Objectives within this project will include:

  • To ascertain through consultation with academic stakeholders about the effectiveness and likely future of the hybrid journal
  • To ascertain if the hybrid journal is considered to be a transitional  model – moving a journal from the subscription to author/funder pays business model; or if the hybrid journal is seen as the traditional journal offering the ‘option’ of sponsored articles
  • To understand how each stakeholder manages the Gold OA element of the hybrid journal and how it might be managed if the hybrid journal is transitional or optional or in a true Gold OA journal
  • To ascertain(whichever the model) how transparency can be maintained so that funders and institutions can identify their financial contribution
  • If the hybrid model is considered to be a transitional model – to seek consensus regarding how publishers might reduce subscription fees, as revenues from open access articles increases
  • To raise awareness of the issues surrounding Gold OA with regards to the distribution of benefits accrued
  • To deliver a set of guidance to all stakeholders, enhancing the UUK-RIN guidance in specific areas, that supports HEIs, research funders and publishers in the management of funds for hybrid journals
  • Continue to populate the Open Access Fees database
  • Pilot with a small number of institutions a service to record required data
