Basis of evidence for investment, formative and summative evaluation of effectiveness of interventions and benefits realised

Work package: Formative and Summative Evaluation

BCE programme (initial 3 year period) evaluation comprising three phases. The purpose is to assess the effectiveness and impact of the 2008-11 investment at programme level, and inform future JISC BCE strategy and plans.

Work will include: peer assessment within and across stakeholder groups and BCE-ICT community of practice; development of BCE-ICT integration indicators; self-assessment of impact built into projects; independent evaluation from international partners and specialist consultants. The work will include analysis of institutional strategic plans related to BCE to determine the extent to which the JISC BCE programme is contributing to these plans.

Phase 0 project: Analysis and synthesis of Institutional strategic plans

The objective is to analyse and synthesise the prevailing institutional policy-driven strategic landscape around BCE, and to delineate the cross-sector institutional strategic context for BCE, within which the interventions of the JISC BCE programme can be positioned. The analysis will ascertain:

  • the extent to which the different aspects of Business and Community Engagement (e.g. knowledge transfer, employer engagement, public engagement, community engagement, cultural engagement, lifelong learning) are strategically integrated in institutions;
  • the extent to which these aspects are strategically connected to the institutional information management strategies

Phase 1: Establishing the Evaluation Framework

Initial study (3 months) to undertake the development and planning of a comprehensive formative and summative evaluation framework and implementation plan for the effective evaluation of the business and community engagement programme. Includes an impact analysis on appropriate outputs in the context of national knowledge exchange and employer engagement policies.

Phases 2 and 3: Evaluation Support to the BCE programme

Reporting and Presenting Results to Stakeholders and Others

Implementation of evaluation plan.

Gathering and synthesising evidence from individual projects and analysing this against:

  • programme objectives;
  • benefits realisation plan;
  • Government and funding bodies objectives for KE, innovation and EE etc, seen in the context of institutional strategic plans and evaluation reports;
  • international comparators.

Clarifying key messages and programme benefits achieved, communicating these internally, to stakeholders and to wider audience. Establishing where further work needs to be done and identifying the scope and key areas of the next cycle of the programme, as BCE becomes progressively more embedded within JISC and within institutions.
