JISC Grant Funding 14/09: Managing Research Data Programme

Due to the recent funding announcement (see news section of the web site ), the 14/09 Managing Research Data Programme Call (#jiscmrd) was previously frozen and is now released with some modifications.

The Joint Information Systems Committee (JISC) invites institutions to submit funding proposals for projects under two separate strands of the Managing Research Data Programme. JISC wishes to fund projects:

To demonstrate the innovative potential for research and scholarly communications of improving methods for citing, linking and integrating research data.

To explore innovative technical and organisational models for data publication by scoping and piloting enhanced publications for research data in the form of ‘data journals’, ‘overlay journals’, or similar.

Strand A: Citing, Linking and Integrating Research Data

Projects to demonstrate the innovative potential for research and scholarly communications of improving methods for citing, linking and integrating research data.

Total funds: up to £120,000 available per project and up to 10 projects will be funded. Projects will last up to 12 months’ duration.

Strand B: Innovative Publications for Research Data

Projects to explore innovative technical and organisational models for data publication by scoping and piloting enhanced publications for research data.

Total funds: up to £200,000 available per project and up to 4 projects will be funded. Projects will last up to 12 months’ duration.

Total funds for both strands: £1,000,000. JISC intends to allocate roughly £600,000 to Strand A and up to £400,000 to Strand B. However, should either strand attract an oversubscription of particularly strong bids, adjustments in the distribution of funding between strands may be made to reflect this.

The deadline for receipt of proposals in response to this call is 12:00 noon UK time on Tuesday, 25 May 2010.

Funding is available for projects starting from 1 August 2010 for any duration up to 12 months. All projects must complete by 31 July 2011.

Eligibility

Proposals may be submitted by Higher Education (HE) Institutions funded by HEFCE or HEFCW. HE and FE institutions in Northern Ireland and Scotland and FE institutions in England and Wales are not eligible to bid but may be involved as partners in proposals led by HE institutions funded by HEFCE or HEFCW.

Proposals may be from single institutions or consortia. Partnership arrangements may be developed outside the sector (for example with research council sites, publishers, commercial suppliers), but the lead partner must meet the criteria outlined above. Funds can only be allocated through the lead partner.

Briefing Day

The JISC is holding a community briefing event where potential bidders will be given information about the background to the call, its objectives and the bidding process. Attendees will also have an opportunity to ask questions of JISC executive staff and relevant JISC committee members. This meeting will take place in the week commencing Monday, 19 April.
Access to Scholarly Content: Gaps and Barriers

The Joint Information Systems Committee (JISC) and Research Information Network (RIN) invites proposals to investigate and quantify the extent to which members of different communities in the UK can gain ready access to formally-published scholarly literature, in particular journal articles and conference proceedings; and to identify priorities in filling gaps and overcoming barriers to access, and actions that might be taken to that end.

As the RIN is hosted by the British Library, the tender will be conducted electronically on the BL's e-tendering portal, found at www.bl.bravosolutions.co.uk. Click on the 'view current opportunities and notices' link on the home page to access further details. If you are not already registered with the tendering service, you will need to do so by using the 'click here to register' link.

Funding of up to £60,000, including expenses but excluding VAT, will be available for this project.

The deadline for responses is noon on Wednesday 17 March 2010.

Strand 1 – Access to Resources

Demonstrator projects of locally-based and collaborative integrated service models, which will provide information and knowledge services to external business and community parties.

Total funds: £450,000. Up to 5 projects will be funded. Maximum funding for any one project is £100,000.

Strand II – Open Innovation

Pilot projects in online open innovation, which will open up institutional ideas and services for co-development with collaborating business and community external user groups.

Total funds: £350,000. Up to 4 projects will be funded. Maximum funding for any one project is £100,000.

The call has a dual purpose to:

enhance the institutional role in facilitating and generating innovation, by exploiting online media and extending institutions’ business and community engagement services through innovative partnership and collaborative models.

improve access to information and knowledge resources, and development opportunities, for external parties.

Projects in both strands should start by the end of June 2010 and run for 12 months.

The deadline for receipt of proposals is 12 noon UK time on 19 April 2010.

Eligibility: Proposals may be submitted by HE institutions funded via HEFCE, SFC, HEFCW and DEL Northern Ireland, and by FE institutions funded via SFC, DCELLS Wales and DEL Northern Ireland. FE institutions in England that teach HE to more than 400 FTEs are also eligible to bid provided proposals demonstrate how the work supports the HE in FE agenda.

Institutions can only bid for either Strand I access to resources demonstrators, or Strand II open innovation pilots. They must not submit more than one bid. This is intended to maximise the success of the projects and the institutional focus of commitment.

Circular 4/08: Learning and Teaching Innovation Grants

JISC invites institutions to submit funding proposals for projects to undertake work under the fifth round of its Learning and Teaching Innovation Grants Programme.

As with the last round, these outline proposals must be submitted via email. The short form of these initial bids has also been retained and we will be strictly enforcing word limits and content restrictions. Please read the guidance and template in full - bids outside of the required parameters will NOT be assessed.

JISC have run four previous rounds of the Learning and Teaching Innovation Grant funding opportunity in May 2008, August 2008, January 2009 and July 2009. In total, the programme has supported 14 projects.

Bids should be submitted to ELEARNING-BIDS@JISC.AC.UK, using the template provided. Letters of support will not be required at this stage.

Funds of up to £50,000 for projects of one year duration are available. JISC has committed at least £1,000,000 for this activity over the life of this programme which commenced in May 2008.

Eligibility

Proposals may be submitted by HE institutions funded via HEFCE, SFC, HEFCW and DEL Northern Ireland, and by FE institutions funded via SFC, DCELLS Wales and DEL Northern Ireland. FE institutions in England that teach HE to more than 400 FTEs are also eligible to bid provided proposals demonstrate how the work supports the HE in FE agenda.

Proposals may be from single institutions or consortia. Partnership arrangements may be developed outside the sector (for example with research council sites, publishers, commercial suppliers), but the lead partner must meet the criteria outlined above. Funds can only be allocated through the lead partner.

Please note: The lead institution may only submit one proposal per assessment point.

The next deadline for submissions is 12 noon UK time on 19 April 2010.
