This document invites tender proposals to undertake a study into the appropriate future collecting areas of the JISC Education Media Online (EMOL) Programme. The EMOL programme is tasked with identifying, licencing and processing moving pictures and sound material suitable for delivery to the UK Further and Higher Education community. Once material has been processed for online delivery it is presented to the user through the JISC’s EMOL service, which has been developed and hosted by EDINA, a JISC Data Centre. Both the acquisition and hosting of this content was initially commissioned without a clear future development strategy, the only collecting priority was for academically relevant material where rights clearance could be agreed in a very short time period. JISC now wish to produce a clear strategy before further work in these areas takes place and this study aims to address this. This study will run in conjunction with a second study addressing the Functional Requirements of a future EMOL service.
