Following the Report of the Joint Funding Councils' Libraries review group (1993) the Publishers Association and JISC set up a group to discuss matters of mutual interest. In 1996 this group met for the first time and agreed to establish five working groups to review issues ranging from 'Fair Dealing in Electronic Content' to 'Inter-Library use of Digital documents'. The group evolved into the Publisher And Library/Learning Solutions committee (PALS).

Work

Vendor-based usage statistics working group developed a common Code of Practice to enable publishers and vendors to record online usage statistics and deliver them in a consistent way to libraries.
