This committee took over some of the functions of the Technology Applications sub-committee in Autumn 1999.  From January 2002, the work of JCIEL was taken forward by the JISC Learning and Teaching committee (JLT)

JCIEL's mission is to evaluate and pilot novel technologies of relevance to learning and teaching and encourage the integration of IT based applications to improve student support systems. This mission is achieved through funding development programmes and centres of advice and guidance. JCIEL has a particular interest in Managed Learning Environments.

Terms of reference

  • working in close collaboration with other JISC committees and the funding councils' Generic Learning and Teaching Centre (GLTC), to identify key technologies that will support the business of HEIs and, in particular, those for teaching and learning
  • pilot and prove such technologies on behalf of the UK academic community
  • exercise leadership and vision through a planned programme of development and piloting work
  • develop strong links, and where appropriate common membership, with organisations such as ILT, GLTC, the funding councils' Learning and Teaching Committees and sub-committees, and relevant bodies in FE
  • ensure the development of appropriate solutions for traditional campus universities and colleges, for the growing "commute" university and college sector, and for the putative virtual university or college
  • in the context of the wide diversity of higher and further education, to develop appropriate solutions for different sectors being informed by institutional and learning and teaching strategies, cost, technology skills base, support and training
  • carry out a technology watch function on behalf of the JISC and its committees
  • establish and maintain a Technology Integration Centre (TIC), to carry out the learning and teaching development agenda and to ensure this is informed by, and integrated with, wider IT developments across further and higher education, including MIS, student support systems, on-line content and applications. The TIC will be responsible for implementing parts of the JCIEL programme and will work alongside the GLTC, appropriate FE bodies and other relevant development initiatives.
  • report to the JISC as required and to prepare and manage an annual budget
