Membership

Professor Sir Tim O'Shea (JISC Shadow Board Chair) is a graduate of the Universities of Sussex and Leeds. He has worked in the United States and for the Open University (OU). At the OU he founded the Computer Assisted Learning Research Group and worked on a range of educational technology research and development projects. There he also held a personal chair in Information Technology and Education and, in 1993, was appointed Pro Vice-Chancellor. In 1997 he was elected Master of Birkbeck College and subsequently appointed Provost of Gresham College and Pro Vice-Chancellor of the University of London. He was appointed Principal of the University of Edinburgh in 2002, having previously worked as a research fellow in the University’s Department of Artificial Intelligence during the 1970s.

martinhallProfessor Martin Hall (JISC Shadow Board Deputy Chair) is Vice Chancellor of the University of Salford. He is also Professor Emeritus, University of Cape Town, where he is affiliated with the Graduate School of Business. Previously Professor of Historical Archaeology, he was inaugural Dean of Higher Education Development and then Deputy Vice-Chancellor at UCT (from 1999 to 2008). He is a past-President of the World Archaeological Congress and is a Fellow of the Royal Society of South Africa and of the University of Cape Town. He is an accredited mediator with the Africa Centre for Dispute Settlement.

 

Richard Boulderstone is the British Library's e-strategy and information systems director. Richard brings with him nine years experience of working at the British Library including leading their efforts to create a large-scale digital object management system that will become the primary repository for the Library's, and hence the UK's, legal deposit collection of electronic resources. Formerly a Chief Technology Officer and Product Development Director at a number of international information providers, he has led the creation of many information-based products - both in the UK and USA.

pauljeffreysProfessor Paul Jeffreys is IT director at the University of Oxford where he drives the overarching IT strategy which enables the University to make optimal use of IT in a rapidly-developing environment. He sees his role as ensuring that the University's IT services continue evolving to meet new needs, whilst providing a secure and reliable service which maximises energy efficiency and value for money.

 
 

 

noelloydProfessor Noel Lloyd CBE is retired Vice Chancellor at Aberystwyth University. He was awarded the CBE for Services to Higher Education in Wales. Prior to holding the posts of Vice-Chancellor, and Registrar and Secretary, he was previously Pro Vice-Chancellor, Dean of Science and Head of the Department of Mathematics at Aberystwyth University. He has served on various Research Council committees and editorial boards, and was editor of the Journal of the London Mathematical Society from 1983 to 1988. He has been a member of the HEFCW Quality Assurance Committee, and was a member of the board of the mid-Wales TEC and then of the mid-Wales ELWa Regional Committee. At present he is Chair of HEW (Higher Education Wales), and a Vice-President of Universities UK. He is a member of the board of the Universities and Colleges Employers Association (UCEA), chairing its Health and Safety Committee, and serves on the board of the Quality Assurance Agency (QAA), chairing the Access Recognition and Licensing Committee.
 

celiaduffyProfessor Celia Duffy is Director of Academic Development at the Royal Conservatoire of Scotland. Before joining the Conservatoire in 1999, she lectured in music at Goldsmiths College, University of London, worked in commercial software design and started the Performing Arts Data Service at the University of Glasgow.  Celia’s research interests are in performing arts education, the use of digital technology and knowledge exchange in the arts. A former member of the Scottish Funding Council’s Research and Knowledge Transfer Committee and former panel member of the AHRC for Music and the Performing Arts she is an elected member and former chair of the National Association for Music in Higher Education and chairs the Board of the contemporary music ensemble Red Note. She is currently managing the Conservatoire's Curriculum Reform project. 
 

Professor Paul Layzell is a graduate of the University of Manchester and UMIST and has worked as a software engineering academic at the intersection of software, people and organisations. He was programme manager for the merger of Manchester and UMIST and later became Deputy Vice-Chancellor at the University of Sussex. He has been involved extensively in restructuring and change management projects in previous roles and in 2010 became Principal of Royal Holloway. He is Chair of AQA, one of the UK’s largest examination bodies and Chair of Eduserv.

Ms Heather MacDonald is Chief Executive and Principal of Sheffield College

Professor David Baker is JISC’s deputy chair and chair of JISC’s transition group moving was previously the Chair of the JISC Content Services committee. He became Principal of the College of St Mark and St John, Plymouth in July 2003 and retired in 2009. David has published widely in the field of Library and Information Studies with 14 monographs and some 100 articles to his credit. In recent years, his particular professional interest has been in the strategic management of technology. He gained an MBA degree from the Open University in this subject area in 2002.

Dugald MackieDugald Mackie is the Chair of the JISC Audit committee. He was previously Registrar and Secretary in the University of Manchester and from 1996 to 2004 the Secretary of the University of Glasgow. He is currently Chair of Legacy Trust UK, a charitable trust which exists to support educational, cultural, artistic and sporting projects aimed at leaving a legacy from the 2012 Olympic and Paralympic Games. He is a non-executive member of the Management Board of the Student Awards Agency for Scotland, as well as chairing its Audit Committee. 

 

Terms of reference

  • To establish JISC as a new separate legal entity and to take responsibility for the change process jointly with the current Board in the first instance;
  • To receive and consider options for the governance, operation and structure of the future JISC in the context of future strategic direction;
  • To define the programme of work and budgets for JISC from academic year 2012-13 onwards (or other date to be agreed);
  • To make recommendations to the JISC Assessors on the future governance and operation of JISC;
  • To monitor the mitigation of risks associated with the transition process.
