All bids received by JISC under the eLearning strand of the 03/06 funding circular
As the information requested related to a live tender process the requestor was informed that the information would not be disclosed until the process had been completed.JISC was also unable to confirm at the point of receiving the request that all information contained within the bids would be released as had been requested.
The requestor asked for an internal appeal to challenge both of these decisions. Such an appeal was carried out and upheld both original decisions.
In the meantime JISC felt obliged to consult with those institutions who had submitted bids to JISC under this funding stream prior to any disclosure. This is because we believed that any decisions made to withhold information under Section 43 (Commercial Interests) would be largely dependent upon the future intentions of unsuccessful bidders (i.e. whether they intended to seek funding from alternative sources for their bid). This consultation process was carried out between 4 and 14 August 2006.
