Scholarly Communications Working Group

Mission

The aim of the Scholarly Communication Group’s work is to help make the scholarly communication process easier for researchers, teachers, and learners, and to work towards sustainable and (where appropriate) new forms of scholarly communication, so that research outputs can be effectively used by the UK educational and research communities.

Terms of reference

  • To report on the issues (including IPR, quality/peer review, business models and economic models, content/data, transition from print to electronic, discovery, end-user access, and preservation) related to the creation, sharing, deposit, access, use and management of all types of research and learning outputs;
  • To identify the desirable characteristics of the scholarly communication system, addressing both the deficiencies of the existing system, considering the behavioural factors which drive scholarly communication, and optimising the opportunities that the digital age enables;
  • To establish an evidence base for desirable models (including but not exclusively Open Access) that would be valuable to the community, taking into account disciplinary differences;
  • To investigate new strategies, concepts, mechanisms, tools, standards and economic models to support the creation and access of materials based on identified desirable characteristics;
  • To consult with relevant stakeholders about emerging behaviours and, in particular, to raise awareness amongst editors, authors, teaching staff, end-users and funding bodies of current issues in this area and the advantages that new models would bring;
  • To facilitate national and international collaborations in order to learn from developments in scholarly communication in other countries;
  • To identify and oversee practical exploratory work that can be commissioned to facilitate change and demonstrate the viability of relevant new approaches to providing, accessing, using and preserving material of all kinds, analysing the associated technical, organisational and cultural challenges;
  • To receive and request reports on relevant work from JISC’s expert sub committees and working groups to inform the workplan;
  • To report to and advise relevant JISC sub committees and the JISC Board on a programme of work, building on existing JISC activity, including implementation of SCG recommendations.

Working in partnership

JISC has also been instrumental in getting agreement for a joint portfolio of work in the area of scholarly communications, to be conducted over 2009-11.  This is a significant development and evidence of the shared ambitions of all stakeholders to significantly enhance access to quality-assured research outputs.  Further information is here.
