ITT: Evaluation of the JISC Information Environment Programme (2009-2011)
JISC invites tenders to conduct an evaluation of the JISC Information Environment (IE) Programme (2009-2011). The Programme is funded from 1 April 2009 until 31 July 2011 and includes a diverse range of projects, with a total value of approximately £14 million.
Evaluators will need to design and undertake a phased evaluation that will support the whole of the IE Programme.
The evaluation project should:
- provide an appropriate methodology for gathering evidence from projects and for conducting the evaluation as a whole (10 per cent)
- work closely with programme managers and projects to identify and analyse progress in achieving the programme’s intended capabilities, outcomes and benefits (40 per cent)
- ensure that lessons are identified and acted upon throughout the lifetime of the programme. For example, lessons might include barriers which are encountered and need to be overcome to achieve the programme aims or the identification of critical success factors (20 per cent)
- provide some support for projects in evaluating how their outputs meet and align with the capabilities, outcomes and benefits of the programme and how they can use evaluation techniques to help them achieve their project goals (10 per cent)
- design and implement a suitable range of communication methods to keep the programme stakeholders informed and involved in the evaluation, ensuring important lessons can be acted upon by JISC, the projects and other stakeholders. It will be important to provide timely information to help inform other areas of programme activity such as communication, risk management, and benefits realisation (10 per cent)
- inform post-programme strategies that will help to achieve the benefits and to shape future directions and provide a final report with findings and recommendations (10 per cent)
Total funding of up to £100,000 (including VAT at the prevailing rate, travel and subsistence) is available for this contract.
